Once you decvide what you actually need and , it's time to go shopping.  Go to one of the stores that allow you to check off a number of different brands and models for comparison.  This way you can create a list of specifications, components and prices to help you make an informed decision. AARP is one such group, and there are others for members of the armed forces, educators and the disabled, to name a few.  Another type of activity to scout would be swap meets.  When I lived in Rockville Maryland there were swap meets nearly every weekend.  I bought many pieces of hardware as well as some bargain priced software.
